BRISBANE, Australia – In WASHINGTON, DC, President Donald Trump announced on July 30 a landmark agreement for the full, phased disarmament of Hamas—framed as the decisive breakthrough toward ending hostilities, securing Israeli military withdrawal, and establishing civilian governance in the Gaza Strip.

Trump confirmed the deal publicly: “A HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza. This is a monumental step toward lasting PEACE and SECURITY.” Disarmament will unfold in carefully structured phases. As each phase is verified, Israeli forces will withdraw. An International Stabilization Force will then partner with a newly formed Palestinian police force to assume security responsibility.

The accord forms the core of the second phase of Trump’s 20-point Gaza peace plan. Civil authority will transfer to the National Committee for the Administration of Gaza (NCAG)—an independent technocratic body tasked with reconstruction and public services. The roadmap mandates the elimination of all weapons, tunnels, and production facilities under the principle: “One authority, one law, one weapon.” No exceptions.

Hamas confirmed the understanding but anchored it to reciprocal action: disarmament is conditional on Israeli withdrawal, restoration of civilian safety, and tangible progress in rebuilding the territory. Negotiator Ghazi Hamad stated the movement accepted sacrifices “to save our people from killing and displacement.” Mediators from Egypt, Qatar, and Turkey will convene shortly in Cairo to finalize implementation timelines.

Yet critical gaps remain. Israel has given no formal endorsement. Its stated requirement—full demilitarization and total removal of all weaponry as an upfront precondition—directly conflicts with the sequenced, reciprocal approach Hamas accepted. This fundamental divergence leaves the plan balanced between promise and collapse.

Even as the framework was announced, violence persisted. Airstrikes on Thursday killed four Palestinians, including two children—underscoring that trust on the ground has not kept pace with diplomacy.

Analysis: Promise, Peril, And Unresolved Gaps

The agreement is the most substantial diplomatic advance since the ceasefire took hold. Its strength lies in sequencing: security concessions and territorial withdrawal move together, rather than one side yielding first. A neutral international presence provides oversight, while a technocratic administration offers a path beyond factional rule.

Three dangers threaten to unravel it:

• Verification: Ensuring compliance across Gaza’s expanse amid ruin and distrust.
• Control: Whether a newly formed police force can secure the territory without reliance on Hamas or Israeli backing.
• Politics: Israel’s refusal to endorse sequenced withdrawal; Hamas’s domestic accountability for surrendering arms before full Israeli departure.

The plan answers the question “how might it end?” but not “who guarantees it?” Success demands every party honor commitments they have spent years refusing to make. Until the sequence is tested and trust built, this remains a blueprint for peace—not yet peace itself.
