BI Enforces HDO Against Romualdez, Three Others

MANILA, Philippines – The Bureau of Immigration (BI) has confirmed the implementation of a Hold Departure Order (HDO) issued by the Sandiganbayan against former Speaker Martin Romualdez, Felicito Cristobal Guevarra, former Congressman Elizaldy “Zaldy” Co, and Joselyn Serenio.

Immigration records indicate that Romualdez and Guevarra are currently in the Philippines. Co and Serenio, however, departed the country prior to the HDO’s issuance. The BI stated it will rigorously enforce the HDO and implement all necessary immigration protocols.

In adherence to the Data Privacy Act of 2012, the Bureau declined to disclose specific travel details or other personal information regarding the individuals.

This development occurs as former House Speaker and Leyte 1st District Representative Ferdinand Martin Gomez Romualdez faces non-bailable plunder charges. These charges are linked to an alleged ₱7.44-billion kickback scheme involving flood-control projects. Romualdez is reportedly confined in the infirmary of the Quezon City Jail. The charges come amidst a national crisis where millions of Filipinos grapple with devastating floodwaters, a rising death toll from leptospirosis, and widespread loss of livelihoods.
