DFA Rebukes Ombudsman Remulla: Defends Visa Mandate, Denounces “Business” Allegation

MANILA, Philippines – The Department of Foreign Affairs (DFA) has issued a forceful condemnation of Ombudsman Jesus Crispin Remulla’s recent public statements, which advocate for stripping the department of its visa-issuance functions and accuse it of commercializing the process. The DFA asserts that Remulla’s remarks gravely undermine the institution’s integrity and unfairly tarnish the reputation of the Philippine Foreign Service and its dedicated personnel.

The DFA unequivocally grounds its visa-issuing mandate in both domestic law and international convention. Executive Order No. 292, the Administrative Code of 1987, specifically designates visa issuance as a statutory consular function. Internationally, the Vienna Convention on Consular Relations of 1963 explicitly includes visa issuance among consular functions, a role also recognized for diplomatic missions.

Countering the characterization of visa processing as a mere clerical task, the DFA emphasizes that it entails a substantive assessment of applications and rigorous document verification. These critical responsibilities demand the exercise of official judgment, strictly adhering to Philippine laws, rules, and regulations, far beyond the scope of simple administrative receipt and processing.

While acknowledging the use of third-party administrative support services, such as VFS, for initial application receipt, the DFA clarifies that such outsourcing does not constitute a transfer of sovereign authority to approve or deny visas. This governmental authority, the DFA stresses, remains solely with Philippine embassies and consulates.

The DFA further states that all visa fees collected are in strict accordance with applicable laws and regulations, including the prescribed Schedule of Fees. The department reiterates its unwavering commitment to accountability, transparency, and the highest standards of professionalism in public service, maintaining a zero-tolerance policy for corruption.

The Department of Foreign Affairs affirms its resolve to faithfully execute its statutory responsibilities, safeguarding the integrity of Philippine visa issuance as a cornerstone of national interest and for the benefit of the Filipino people.
