NAIA’s Phantom Watches: Exposing a Deep Rot in Security and Customs

By Bing Jabadan – TheNATIONWEEK.com | October 30, 2026

MANILA, Philippines – The audacious theft of three Audemars Piguet watches, allegedly valued at P15-P18 million, from French national Anthony Boukhors at Ninoy Aquino International Airport (NAIA) Terminal 1 has detonated a crisis far exceeding a simple criminal act. This incident has ripped open a gaping wound in the Philippines’ primary international gateway, exposing profound security vulnerabilities, raising critical questions about the authenticity of the “luxury” items, and casting a shadow of suspicion over the victim’s true intentions.

The watches’ swift recovery, driven by public outrage and a shockingly meager P120,000 resale, has merely intensified a maelstrom of inquiries. Social media, a crucible of public opinion, now seethes with pointed questions:

  • Were these timepieces genuine luxury items or sophisticated replicas?
  • Was the French national engaged in illicit high-end watch smuggling?
  • Were these watches for personal use or slated for a clandestine sale?

The glaring absence of a customs declaration for such high-value goods provokes a crucial question:

  • Why did the Bureau of Customs fail to intercept them, and what are the implications for national revenue and border security?

As one netizen astutely observed, “For all we know, they could be Class A fakes, especially since he arrived from China before coming to the Philippines.”

This comment amplifies profound suspicions surrounding the origin and authenticity of the watches, fueling speculation about a larger, more intricate scheme.

Systemic Collapse: NAIA’s Crumbling Security Infrastructure

While the watches’ recovery offered a superficial resolution to the immediate crime, it irrevocably laid bare the profound systemic failures within NAIA’s security apparatus. During a fiery Senate hearing, Boukhors delivered a damning revelation: multiple critical CCTV cameras, including those strategically positioned near the Grab pickup area – vital for tracking the theft’s trajectory – were inexplicably non-operational. Even more alarming, Boukhors underscored a severe lack of inter-team coordination, stating, “Separate teams could not access each other’s CCTV systems, complicating efforts to track down the suspect.”

Senator Raffy Tulfo, visibly outraged, launched a scathing rebuke at Manila International Airport Authority (MIAA) officials, reportedly thundering, “You are utterly useless!” He demanded a comprehensive report on all MIAA-supervised CCTV cameras within 48 hours and immediate repairs. This escalating urgency is magnified by NAIA’s anticipation of approximately 1.25 million passengers during the upcoming Undas holiday, raising grave concerns about the safety and security of every traveler passing through its gates.

MIAA’s Reckoning: A Race Against Time for Critical Infrastructure

Under mounting pressure, the Manila International Airport Authority (MIAA) has formally committed to Transportation Secretary Vince Dizon’s directive: to complete the turnover of the CCTV surveillance system at NAIA to the New NAIA Infra Corp. (NNIC) by November 2026. MIAA asserts it has finalized the acceptance of the CCTV project and initiated arrangements for its formal handover to NNIC, in strict accordance with the NAIA Public-Private Partnership Concession Agreement.

A proposed Memorandum of Agreement and a separate Turnover and Acceptance Agreement, initiated by MIAA, are now undergoing finalization between the parties. MIAA has pledged close collaboration with NNIC to resolve all outstanding matters and complete the turnover within the Secretary’s stipulated timeframe.

Concurrently, MIAA is intensifying CCTV repair and restoration efforts, in coordination with Abratique & Associates Philippines, Inc., while maintaining robust security measures to safeguard passengers and all airport users. Secretary Dizon, emphasizing the critical nature of this directive, has issued a stern warning: MIAA officials will face removal from their posts if CCTV camera management is not fully transferred to NNIC by the November deadline.

Beyond the Airport: A National Mandate for Dignified Travel

While the NAIA crisis unfolds, President Ferdinand Marcos Jr. has issued a nationwide directive to the Department of Transportation (DOTr) to guarantee comfortable and safe travel for all passengers returning to their provinces this Undas holiday. This mandate has cast a spotlight on critical deficiencies in other vital transportation hubs.

During a recent inspection of bus terminals in Manila, Transportation Secretary Vince Dizon uncovered alarming violations by Ohayami Transit and Victory Liner regarding their terminal facilities. The discovery prompted immediate action, with Dizon instructing the LTFRB to issue show-cause orders against both companies.

“The President’s directive is straightforward. We are not asking for five-star facilities. But our passengers deserve dignity,” Secretary Dizon emphasized. “The President’s order, especially this Undas, is to ensure the comfort of our citizens during their travel and while waiting in terminals.”

Expanding the scope of improvements, Secretary Dizon has also instructed the Philippine Ports Authority (PPA), 2GO, and the operator of NorthPort to implement 24/7 ticket selling at the port. This measure directly responds to President Marcos Jr.’s call for convenient and comfortable travel experiences. During his recent inspection, Secretary Dizon noted significant improvements at NorthPort, including an air-conditioned area designated for senior citizens, persons with disabilities (PWDs), and pregnant individuals. Furthermore, the terminal now offers free WiFi, charging areas, clean and well-maintained restrooms with running water, a clinic, and a dedicated kids’ playroom – a testament to ongoing efforts to elevate passenger experience across the nation’s transportation networks.

This comprehensive investigation reveals a critical need for a nationwide infrastructure overhaul and accountability, not just within NAIA, but across all public transportation systems, to ensure the safety, dignity, and confidence of every Filipino traveler and foreign travelers.
