Bridging the Archipelago: Philippines Accelerates Ambitious Luzon-Visayas Link, Eyes Mindanao Next

MANILA, Philippines – A long-held national vision of a unified Philippine archipelago, connected by an intricate network of fixed land links, is rapidly gaining momentum.

The Office of Minority Leader Marcelino “Nonoy” C. Libanan announced today a critical step forward: a comprehensive feasibility study for a proposed Luzon–Visayas long-span bridge or undersea road tunnel is slated to commence this year.

This groundbreaking initiative is set to be followed by a distinct feasibility study in 2027 for a Visayas–Mindanao crossing, signaling a strategic, sequential approach to national infrastructure development.

This significant update emerged from a high-level meeting on March 10 at the Department of Public Works and Highways (DPWH) regional office in Tacloban City.

DPWH Secretary Vince Dizon engaged with a formidable delegation of Eastern Visayas officials, including House Minority Leader and 4Ps Party-list Rep. Marcelino “Nonoy” Libanan, Eastern Samar Rep. Christopher Sheen Gonzales, Eastern Samar Gov. RV Evardone, Northern Samar Gov. Harris Ongchuan, Northern Samar Rep. Edwin Ongchuan, Samar Rep. Stephen James Tan, Samar Rep. Reynolds Michael Tan, Samar Gov. Sharee Ann Tan, and Leyte Gov. Jericho Petilla.

Minority Leader Libanan, a staunch advocate for these transformative projects and principal author of House Bill No. 4589 (Luzon-Visayas link) and House Bill No. 4950 (Visayas-Mindanao link), emphasized the congressional commitment. 

“The feasibility studies for the twin projects will be carried out one after the other,” Libanan stated, conveying the structured implementation plan. 

He further relayed Secretary Dizon’s assurance that the P130 million allocated by Congress will fully fund the Luzon–Visayas study this year. “We in Congress are firmly committed to pursuing these transformative projects that will link Luzon, Visayas, and Mindanao through fixed and permanent structures,” he reiterated.

The proposed fixed links, which include both bridge and potential undersea tunnel options, are envisioned to fundamentally reshape the Philippines’ economic and social landscape. 

Libanan highlighted the profound potential: “We envision the projects paving the way for the full economic integration of Luzon, Visayas, and Mindanao. 

By creating a direct, safe, and dependable land passage between the country’s three main island groups, these links will transform the movement of people, goods, and services nationwide.”

Beyond facilitating seamless travel, the Minority Leader detailed a cascade of anticipated benefits:

Economic Stimulus:

  • A significant boost to trade, local economies, and the nation’s overall business competitiveness.

Tourism Gateway:

  • Strengthening domestic tourism by opening vital gateways for direct land travel, unlocking previously less accessible destinations.

Enhanced National Security & Resilience:

  • Enabling faster disaster response, improving national defense mobility, and fostering stronger territorial cohesion.

Balanced Growth:

  • Strategic investments in long-term development, ensuring balanced economic growth across all regions, in alignment with constitutional mandates.

Currently, inter-island transportation largely depends on roll-on/roll-off (RORO) ferry services. 

These essential but limited services, connecting Matnog (Sorsogon) to Allen (Northern Samar) across the San Bernardino Strait and Liloan (Southern Leyte) to Surigao City across the Surigao Strait, are frequently plagued by capacity constraints, weather disruptions, and delays. 

The proposed fixed links offer a robust, all-weather solution, promising a paradigm shift in logistical efficiency and national connectivity.

With dedicated funding secured and political will firmly established, the Philippines is embarking on an ambitious infrastructure journey, one that promises to physically unite its islands and unlock unprecedented opportunities for economic growth, national unity, and improved quality of life for its citizens. 

The initial feasibility studies represent the critical first step in turning this decades-old dream into a tangible reality.
