MANILA, Philippines – In the wake of the increasing cases of killings linked to gambling, the Philippine Amusement and Gaming Corp. (Pagcor) is cracking down on gambling advertising in the country.

The agency has ordered the immediate removal of all outdoor billboards promoting online gambling and vowed to implement stricter controls on television advertising.

The move was in response to the growing public outcry and calls for action against gambling from religious leaders and lawmakers.

It came after the brutal killing of Raymond Cabrera, a transportation network vehicle service (TNVS) driver, allegedly by casino patrons seeking to recoup their gambling losses.

Cabrera’s death has ignited public anxiety over the aggressive marketing tactics of e-gambling and their potential to fuel addiction and financial ruin, particularly among vulnerable sectors of society.

Tragedy Sparks Regulatory Shift

Pagcor’s directive mandates that all licensees, suppliers, and electronic gaming operators dismantle outdoor advertisements by Aug. 15.

Cabrera was allegedly killed after picking up John Kevin De Ocampo, 33; Justine Dalafu, 30; and Jin Armin De Ocampo, 24 – all gambling patrons – on May 18, 2025, at a casino in Paranaque City.

His vehicle was recovered two days later in Valenzuela City.

The suspects surrendered to Manila Mayor Isko Moreno on Friday (July 11, 2025).

The National Bureau of Investigation (NBI) investigation revealed that the trio only intended to rob Cabrera and seize his vehicle as part of a larger scheme to target casino-goers.

“They ultimately ended up murdering the driver, which derailed their initial plan,” an NBI official said.

Religious leaders condemned the murder as they blamed the crime on the desperation of the suspects to recover their losses and pay their gambling-related debts.

Forensic evidence, including DNA and fingerprints, linked the suspects to the crime, with Cabrera’s death determined to be from multiple stab wounds.

Digital Ads Remain a Concern

While Pagcor’s focus is currently on physical advertisements, concerns persist about the pervasive presence of online gambling promotions on social media platforms and adult websites, including Pornhub, Xhamsters, Xvideos, and XNXX.

Critics argue that this saturation of digital ads undermines the effectiveness of the crackdown and exposes minors and vulnerable individuals to significant risk.

New Guidelines, Collaborative Enforcement

Pagcor is currently formulating comprehensive guidelines for out-of-home (OOH) advertising in partnership with the Ad Standards.

The signing of the OOH guidelines is scheduled for tomorrow (July 16, 2025).

Fintech, BSP Pledge Support

The Fintech Alliance Philippines, representing digital payment and e-wallet providers, has committed to strengthening internal controls to limit unrestricted access to online gambling.

The Bangko Sentral ng Pilipinas (BSP) is also set to introduce new guidelines to address gambling concerns.

While Pagcor’s recent initiatives represent a crucial step towards addressing the growing concerns about online gambling, the ongoing challenge lies in effectively regulating digital advertisements and ensuring strong enforcement of laws.

The collaboration between Pagcor, ASC, Fintech Alliance, and BSP will be critical in fostering a responsible and regulated gambling environment, observers said.
