MANILA, Philippines – In a move seen as redefining and expanding regional judicial collaboration, Philippine Chief Justice Alexander G. Gesmundo concluded a pivotal visit to Brunei Darussalam on Wednesday, September 2, 2026, culminating in a historic meeting with His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah. The high-level engagement on August 31, 2026, in Brunei’s capital, Bandar Seri Begawan, underscored a profound commitment to fortifying judicial education and addressing transnational legal challenges across the ASEAN region.

Chief Justice Gesmundo’s visit, his first to the Sultanate since his 2021 appointment, was marked by a substantive exchange with Sultan Bolkiah at Istana Nurul Iman. Central to their discussions was the deepening partnership between the Philippine and Brunei judiciaries, a relationship now poised for unprecedented growth.

A highlight of the visit was the signing of a Memorandum of Understanding (MOU) on August 30, 2026. This landmark agreement, formalized between the Supreme Court of Brunei Darussalam (via its Judicial Education and Training Unit) and the Philippine Supreme Court (through the Philippine Judicial Academy – PHILJA), establishes a robust framework for professional exchange, mutual understanding, and the advancement of judicial education.

Sultan Bolkiah, extending a warm welcome to the Philippine delegation, expressed strong support for this enhanced cooperation. He urged both judiciaries to intensify their knowledge sharing, expertise exchange, and dissemination of best practices for the mutual benefit of their nations.

Chief Justice Gesmundo presented a comprehensive working proposal, drafted in the wake of the MOU, designed to translate the agreement into tangible, impactful programs. The proposal, themed “Enhancing Judicial Capacity on Emerging, Cross-Border, and Transnational Issues,” directly confronts the escalating need for ASEAN courts to collaboratively tackle challenges transcending national borders through innovation, knowledge sharing, and heightened cooperation.

According to the Supreme Court’s public information office, key areas of focus for this collaborative endeavor include:

• Shari’ah and the Administration of Justice

• Trafficking in Persons

• Cybercrime and Electronic/Digital Evidence

• Climate Justice and Environmental Adjudication

• Artificial Intelligence in the Judiciary

These critical domains, increasingly relevant throughout the region, represent fertile ground for mutual learning and capacity building, as highlighted by Chief Justice Gesmundo. He emphasized that such initiatives empower judges, court personnel, and judicial educators to exchange experiences and assimilate diverse legal traditions and innovations, ultimately fostering regional stability and access to justice.

Earlier in the day, the Philippine delegation, which included PHILJA Chancellor and retired Associate Justice Edgardo L. Delos Santos, Vice Chancellor Sedfrey M. Candelaria, and Academic Affairs Office Chief Dean Emerito I. Enginco, also paid a courtesy call on Brunei Chief Justice Dato Seri Paduka Steven Chong. This meeting further solidified the bonds between the two judicial bodies.

Chief Justice Gesmundo, in his remarks, articulated a fervent hope: “It is our sincere hope that the friendship between the judiciaries of Brunei Darussalam and the Philippines will continue to flourish in the years ahead.” This sentiment was echoed by His Majesty Hassanal Bolkiah, underscoring a shared vision for enduring judicial kinship.
