MANILA, Philippines – In a move to combat Metro Manila’s perennial flooding woes, San Miguel Corp. (SMC) President and CEO Ramon Ang has offered to undertake a massive cleanup of the capital region’s waterways “completely free of charge.”

But Ang’s offer raises questions about the effectiveness and allocation of existing public funds dedicated to flood control.

His proposal, announced at a press conference in Pasig City, was attended by Metropolitan Manila Development Authority Chair Don Artes and several Metro Manila mayors, signaling a potential cross-sector collaboration.

“I, Ramon Ang of San Miguel, am volunteering to be the first to help the whole of Metro Manila address flooding, at no cost to the people and no cost to the government,” he declared, stressing the purely philanthropic nature of his initiative.

He explained that the swift authorization from government agencies is crucial for the project’s success.

The proposed solution centers on the systematic removal of accumulated waste and obstructions that choke Metro Manila’s waterways, hindering water flow.

Ang specifically pointed to the need to address illegally constructed structures that constrict rivers and drainage systems.

Beyond the physical cleanup, Ang acknowledged the complex social issues surrounding the relocation of residents living along waterways.

He underscored the necessity of providing adequate and dignified relocation sites.

“Let’s provide them with housing so they won’t feel they are being evicted without due consideration,” he urged, advocating for a humane and responsible approach.

The offer poses the question: What will happen to the billions of pesos already allocated to flood control projects within Metro Manila?

With a private entity offering a solution at no cost, the public is likely to scrutinize the effectiveness and transparency of existing government programs.

Ang’s offer represents a game-changing commitment from the private sector.

However, its success hinges on seamless collaboration with government agencies and a clear plan for addressing social and logistical challenges that go with clearing waterways.

The ball is now in the government’s court to capitalize on the offer and tackle Metro Manila’s flood crisis.
