MANILA, Philippines – In the wake of the passing of social media personality Emman Atienza, a victim of relentless online bullying, Sen. JV Ejercito has introduced legislation aimed at strengthening protections against online hate, harassment, and cyberlibel.

The proposed bill, dubbed the “Emman Atienza Bill,” seeks to hold digital platforms accountable for the content they host and empower victims of online abuse.

Ejercito presented a copy of Senate Bill 1474 to TV personality Kim Atienza and his wife, Felicia, during the wake for their daughter, a poignant moment captured in a photo released by his office.

The gesture underscores the devastating consequences of unchecked online negativity and the urgent need for legislative action.

The bill mandates digital platforms operating in the Philippines to proactively remove content deemed to be online hate, harassment, or cyberlibel.

It also proposes banning users found engaging in such activities.

Compliance with these requirements would be a prerequisite for any digital platform seeking to operate within the country, placing a significant responsibility on these companies to actively moderate their content and protect their users.

The “Anti-Online Hate and Harassment Act,” as the bill is formally titled, aims to create a safer and more respectful digital environment for all Filipinos.

It defines “Online Hate” as expressions of hatred, violence, or discrimination based on factors such as health status, disability, age, socio-economic status, political belief, race, ethnicity, religion, gender, or sexual orientation communicated through digital means.

“It is the policy of the State to promote a safe, respectful, and dignity-preserving digital space for all persons, protect individuals from acts and expressions of online hate, harassment, and defamation, and to uphold free speech within the bounds of responsible conduct,” the bill’s Declaration of Policy states.

The bill’s introduction comes at a time of growing concern over the proliferation of online abuse and its devastating impact on individuals and communities.

The tragic circumstances surrounding Emman Atienza’s death have galvanized support for stronger measures to combat online hate and hold perpetrators accountable.

The “Emman Atienza Bill” represents a significant step toward creating a more responsible and safer online environment for all.
