Interpol Alert Intercepted at NAIA; Fistfight Erupts on Domestic Flight

MANILA, Philippines – The Bureau of Immigration (BI) at the Ninoy Aquino International Airport (NAIA) Terminal 3 has intercepted a Canadian national flagged by Interpol, highlighting the effectiveness of its advanced screening systems.

The incident, which occurred on Oct. 30, underscores the BI’s commitment to border security.

Mark Bishop, 51, arriving from Singapore, was identified through the Advance Passenger Information System (APIS), a counter-terrorism tool donated by the United Nations Office of Counter-Terrorism with support from the Australian government.

The APIS Operations Center (APOC) detected Bishop’s Interpol alert while he was still in flight.

The APIS, linked to Interpol’s i24/7 global database, allowed for early detection and immediate coordination.

APOC personnel verified the alert with the BI Interpol Unit, and the terminal was promptly notified.

Upon arrival, Bishop was excluded from entry under the Philippine Immigration Act of 1940.

“The integration of systems like APIS with Interpol strengthens our capability to detect, verify, and prevent the entry of individuals who pose risks to national security and public safety,” said Immigration Commissioner Joel Anthony Viado.

Viado reaffirmed the agency’s dedication to leveraging technology for border protection.

Mid-Air Confrontation Turns Physical

In a separate incident on Oct. 31 at the Ninoy Aquino Domestic Terminal 3, a fistfight broke out between two passengers arriving from Puerto Princesa.

According to the PNP-Aviation Security Group (PNP-AVSEGROUP), the altercation occurred on board Cebu Pacific flight 5J 646 immediately after landing.

The dispute reportedly began when Bienvenido Regala, 46, an Immigration Officer II, made eye contact with Jean Louis Sardua, 42, as he proceeded to his seat.

During the flight, Sardua allegedly confronted Regala, questioning his gaze.

Regala ignored the provocation.

However, upon landing and during deplaning, Sardua allegedly approached Regala, who was still seated, and punched him in the head multiple times.

Cebu Pacific cabin crew attempted to intervene, but the fight continued until police arrived.

Regala sustained minor head injuries, and both individuals were taken to the police station for the filing of complaints and further investigation.
