MANILA, Philippines — In a sweeping display of resolute border enforcement and cross-border justice, the Bureau of Immigration has executed dual high-impact operations—apprehending nine unlawfully present foreign nationals in Pasay City and deporting two Japanese fugitives to face prosecution in Japan. Both actions align squarely with President Ferdinand R. Marcos Jr.’s mandate to secure Philippine territory, dismantle transnational criminal networks, and ensure that no foreign national may treat the country as a sanctuary for illegal activity.

The first operation unfolded on July 22, when agents from the BI Fugitive Search Unit—acting on verified intelligence shared by Chinese authorities and supported by the Criminal Investigation and Detection Group’s Southern Manila District and National Capital Region Field Units—raided three condominium units along Sunrise Drive, Barangay 76, Pasay City. The premises were identified as a concealed hub for illegal online gambling, operating under residential cover to evade detection.

Upon entry, operatives found and detained nine foreign nationals: eight Chinese nationals aged in their late 20s to early 30s, and one 33-year-old Vietnamese national. Subsequent verification exposed systemic irregularities. One Chinese national had remained in the country long after his authorized visa expired. Four others showed no record of legal arrival in BI databases, strongly indicating unauthorized entry. None could produce valid passports, current visas, or lawful immigration documentation—confirming illegal presence and providing immediate grounds for custody and deportation.

“Our borders are no sanctuary. We identify and remove those who violate our laws and exploit our hospitality. Intelligence-driven action and firm coordination ensure accountability,” declared BI Commissioner Joel Anthony Viado. All nine detainees remain at the BI Warden Facility pending formal deportation proceedings.

In a parallel enforcement milestone, on July 29, the BI deported two Japanese fugitives to Tokyo aboard separate Japan Airlines flights, concluding coordinated investigations spanning months and continents.

Takeuchi Kazuo, 57, was arrested in July 2023 after Japanese authorities notified the BI that he had fled prosecution to seek refuge in the Philippines. He faces charges of robbery resulting in bodily injury and theft.

Nishiwaki Yutaka, 44, was apprehended last January in a joint operation involving BI agents, the National Police Agency of Japan, and the Philippine National Police. He is wanted for alleged theft committed through an elaborate scheme: posing as a law enforcement officer to deceive elderly victims into surrendering ATM cards and banking credentials, then siphoning funds through unauthorized withdrawals. Japanese authorities further identify Nishiwaki as a key remaining member of the notorious “Luffy” syndicate—an alleged transnational criminal ring believed to have amassed more than ¥1 billion through fraud, impersonation, and organized theft, operating remotely from Philippine territory.

“Timely intelligence sharing and joint operations prove that no fugitive can hide here. Our partnership ensures the Philippines never becomes a haven for those fleeing justice,” Viado affirmed. “We stand firm: foreign syndicates cannot exploit our soil as their operational base. We pursue, we arrest, and we return them to face the consequences of their crimes.”

Taken together, these operations mark a turning point in Philippine enforcement. They signal that visa overstays, illegal entry, concealed gambling hubs, and transnational fraud will meet coordinated resistance. Intelligence sharing with foreign partners, strengthened inter-agency coordination, and sustained diplomatic cooperation have become pillars of BI strategy. The message is clear: the Philippines welcomes lawful visitors and investors, but it will not tolerate those who abuse its hospitality, violate its laws, or misuse its territory to harm others—whether here or across borders.
