MANILA, Philippines / UNITED NATIONS — The International Career Support Association (ICSA), a Japanese non-governmental organization holding Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), has formally submitted a statement to the UN Human Rights Council’s 63rd session urging the immediate release of former Philippine President Rodrigo Roa Duterte from International Criminal Court custody at The Hague.

Arrested on March 11, 2025, Duterte—now 81 and in poor health—has endured over 500 days of pre-trial detention. His trial is not scheduled until November 30, 2026. The filing argues that this prolonged confinement violates the International Covenant on Civil and Political Rights, the Rome Statute, and the Nelson Mandela Rules, which mandate humane treatment and expeditious proceedings, especially for the elderly.

The statement asserts that the ICC has violated the principle of complementarity: the Philippine judiciary remains functional, suggesting that the arrest was driven by political rivalry between the Marcos and Duterte camps rather than failed domestic justice. It notes that the Philippines withdrew from the ICC in 2019, making current cooperation selective and politically motivated.

Credibility is further undermined by the July 2026 removal of ICC Chief Prosecutor Karim Ahmad Khan over serious misconduct, alongside allegations of improper financial influence. “An institution unable to discipline itself has no moral standing to judge others,” the submission declares.

The filing also cites a broader pattern: repeated impeachment attempts against Vice President Sara Duterte, arrest warrants against Senator Ronald dela Rosa, detention of allied lawmakers, and reported suppression of speech—all reinforcing claims of systemic political persecution.

The UN Human Rights Council is urged to demand Duterte’s immediate release, end political persecution, and call upon the ICC to acknowledge its capture by partisan interests. “Justice delayed is justice denied. Justice politicized is justice destroyed.”

DFA Rejection: Baseless Claims, No Action Expected

The submission places an accredited international voice at odds with the Philippine government’s official stance. ICSA, registered in Nara Prefecture, Japan, holds ECOSOC consultative status—an accreditation that enables it to participate in UN deliberations, submit written statements, and attend official sessions. Its areas of work span agriculture, biodiversity, development, education, human rights, labor, and technology; funding derives from membership dues, consulting and research fees, product sales, and domestic grants.

This is not ICSA’s first intervention: earlier this year, it told the Human Rights Council that Duterte’s surrender to the ICC was politically driven. The Philippine Department of Foreign Affairs (DFA) has since dismissed the advocacy as unfounded.

“The United Nations routinely receives such statements and circulates them as a matter of procedure, without comments or any other actions,” the DFA stated on May 21, 2026, Thursday. “On the statement itself, we anticipate that no action will be taken by the Human Rights Council or the Office of the High Commissioner for Human Rights. This is not the first time ICSA has brought these baseless claims before the United Nations.”

The DFA emphasized that none of ICSA’s prior submissions has resulted in formal action. “Records show the opposite: the UN and its member states have consistently called for accountability—not impunity.”

The result is a stark divergence before the international community: one accredited NGO decrying a detained former president as a victim of political prosecution; his own government dismissing the complaint as routine, unsupported, and contrary to the global pursuit of justice.
