Padilla: OVP Funds Thwarted Rebel Attacks

MANILA, Philippines – Senator-Judge Robinhood Padilla has ignited a profound debate, asserting that the Office of the Vice President’s (OVP) confidential funds may have demonstrably thwarted planned rebel attacks. His powerful contention, presented during Vice President Sara Duterte’s impeachment proceedings on Wednesday, August 5, 2026, links the strategic release of these funds to the founding anniversaries of the Communist Party of the Philippines-New People’s Army (CPP-NPA) and the National Democratic Front (NDF).

Padilla’s investigative questioning of former state auditor Roderick Wamil highlighted three P125 million confidential fund disbursements in late 2022 and early 2023. He meticulously presented a compelling correlation: “On all of these dates, December 26, March 29, and April 24, there were no attacks. Every single one was foiled. There were none. For the first time, there were no attacks because every time the CPP-NPA celebrates its founding anniversary, there is usually an attack.”

The Senator-Judge specifically referenced the first OVP check, released on December 20, 2022, just days before the CPP-NPA’s December 26 anniversary. Similarly, a second P125 million check for the first quarter of 2023, dated January 31, 2023, preceded the NPA’s March 29 anniversary. A third P125 million disbursement on April 18, 2023, came before the NDF’s 50th founding anniversary on April 24.

When pressed on whether confidential funds and agents played a “significant role” in preventing these attacks, Wamil, the former COA-ICFAO auditor, refrained from drawing a direct conclusion. He cited a lack of personal knowledge regarding the anniversaries or the alleged security operations and the dependency on an agency’s mandate.

Padilla, a staunch ally of the Duterte family, further probed Wamil on the alleged nexus between the Department of Education (DepEd) and the “political group” within the Communist Party, referring to students from universities. Wamil again declined to answer, stating, “I cannot answer that po, Your Honor.”

Vice President Duterte faces impeachment allegations including culpable violation of the Constitution, graft and corruption, and betrayal of public trust, stemming from the alleged misuse, misappropriation, and irregular liquidation of P612.5 million in confidential funds across the OVP and DepEd. Padilla’s impactful testimony introduces a new, highly significant dimension to the ongoing proceedings, suggesting a profound security justification for the contested funds.
