BI Strengthens Refugee Protection on National Refugee Day 2026

MANILA, Philippines – The Bureau of Immigration (BI) leads the National Refugee Day (NRD) 2026 observance, reaffirming its commitment to safeguarding refugees, stateless individuals, and other persons of concern in the Philippines.

Annually recognized on June 20th, this year’s NRD theme, “Solutions in Motion: Rebuilding Futures Together,” highlights the collaborative efforts of government bodies, international organizations, and local communities. This action is vital in empowering displaced individuals to rebuild their lives with dignity and purpose.

Commissioner Joel Anthony Viado emphasizes the BI’s solidarity with persons of concern, highlighting the Bureau’s dedication to upholding the Philippines’ humanitarian obligations while ensuring secure and managed migration.

“The Bureau of Immigration stands united with our partners in recognizing the resilience and contributions of refugees and other persons of concern,” stated Viado. “As a member of the Inter-Agency Council on the Protection of Refugees, Stateless Persons, and Asylum Seekers, our resolve remains firm: to ensure the Philippines honors its humanitarian legacy and international commitments.”

In observance, BI personnel participated in the nationwide “Blue Monday” campaign on June 22nd. Employees donned blue attire, symbolizing their solidarity and support for refugees, asylum seekers, and stateless persons. Advocacy materials are prominently displayed across all BI offices and digital platforms to heighten public awareness and understanding of the challenges faced by displaced populations.

The BI’s role is further solidified by its membership in the Inter-Agency Council, established by Executive Order No. 163, s. 2022. This council coordinates government initiatives to strengthen protection mechanisms for refugees, asylum seekers, and stateless persons across the Philippines.

Commissioner Viado articulated that this observance serves as a reminder of the nation’s tradition of compassion and hospitality.

“The Philippines has long been recognized for extending protection to those fleeing conflict, persecution, and displacement,” Viado affirmed. “Through initiatives like National Refugee Day, we reaffirm our responsibility to foster inclusion, dignity, and hope for all seeking a secure future.”
