MANILA, Philippines – Sen. Erwin Tulfo has called for a radical shift in the government’s approach to poverty alleviation and urged the scrapping of the Pantawid Pamilyang Pilipino Program (4Ps).

He instead pushed for the provision of seed money to 4Ps beneficiaries to enable them to establish a sustainable livelihood.

He stressed that the current system is plagued with abuses and a perception of dependency, undermining the dignity of recipients.

The senator’s call stemmed from concerns raised by 4Ps beneficiaries during his tenure as secretary of the Department of Social Welfare and Development in 2022.

He emphasized that the monthly cash transfers, while intended to provide support, often leave beneficiaries feeling stigmatized and undervalued.

“Instead of giving alms, we should treat them with pride and dignity by providing them livelihood capital.”

He envisioned empowering beneficiaries to become active contributors to the economy.

By providing them funds, they will be able to start small businesses such as sari-sari stores, eateries, or online selling ventures, he explained.

Tulfo, chair of the Senate committee on social justice, welfare, and rural development, said the approach would offer a more effective and dignified solution to poverty reduction.

The senator intends to discuss his proposal with President Ferdinand Marcos Jr. and Social Welfare Secretary Rex Gatchalian in an upcoming meeting.

He pointed out the perceived inequity of the 4Ps, noting that low-wage earners who don’t qualify for the program often struggle without any government assistance.

Future of 4Ps Under Review

Tulfo cited the need to review Republic Act 11310, the law institutionalizing the 4Ps.

The DSWD had already proposed removing the existing seven-year limit for beneficiaries to receive assistance.

Other proposals under consideration include entrepreneurship programs for low-income households, social interventions for the elderly, and the institutionalization of existing DSWD programs like the Sustainable Livelihood Program.

These initiatives, Tulfo pointed out, would create a more comprehensive and sustainable approach to social welfare.
