While the nation’s attention is drawn to this high-stakes political drama, a more insidious narrative whispers beneath the surface: Is this a blatant attempt to divert public scrutiny from a looming scandal involving billions in alleged kickbacks funneled into the pockets of kleptocratic members of Congress through phantom flood control projects?

The unprecedented speed and overwhelming consensus of the impeachment vote, far exceeding the constitutional threshold, immediately transmits the charges to the Senate.

However, for many astute observers, the “shockwaves” rocking the political landscape are less about justice and more about a desperate gambit to shield the true culprits behind colossal systemic corruption.

Whispers are growing louder about alleged schemes involving former Speaker Martin Romualdez and a cabal of unscrupulous House members, whose financial dealings in multi-billion-peso “ghost projects” for flood control are reportedly on the verge of explosive exposure.

The Committee on Justice, whose unanimous 53-0 finding of probable cause paved the way for this dramatic vote, has been instrumental in this swift process.

Yet, the timing raises critical questions. Was the “overwhelming support for impeachment” truly indicative of unassailable evidence against the Vice President, or was it a rallying cry to redirect the national spotlight away from far graver, internally sourced congressional malfeasance?

Justice Committee Chairman Representative Gerville Luistro of Batangas’s 2nd District, who once vowed to defend the committee’s findings, now presides over a plenary decision that many view as politically convenient rather than principled.

The vote, conducted nominally and publicly, was the culmination of intense debates that failed to adequately address the procedural integrity of the impeachment process itself.

While four consolidated articles of impeachment were presented, primarily derived from the Saballa and Cabrera complaints, a closer look reveals questions about their robustness compared to the magnitude of alleged congressional corruption.

 This article targets alleged irregularities in the disbursement of confidential funds during Vice President Duterte’s tenure. The investigation scrutinized P612.5 million in confidential funds, focusing on claims of P125 million from the OVP expended in less than 24 hours. The testimony of a self-proclaimed “bagman,” Ramil Madriaga, fuels this charge. However, compared to *billions* allegedly siphoned off through non-existent infrastructure projects, is P612.5 million the primary corruption the nation should focus on? Or is this a convenient target to protect larger sharks?

Opaque Wealth and Alarming SALN Discrepancies

The second article zeroes in on unexplained wealth and inconsistencies in Duterte’s SALN, citing suspicious bank transactions flagged by the Anti-Money Laundering Council (AMLC). While a reported P6.77 billion in covered and suspicious transactions (P3.77 billion linked to Duterte, P2.99 billion to her husband, lawyer Manases Carpio) demands scrutiny, the immediate dismissal of explanations, such as Carpio’s lawyer Peter Paul Danao’s clarification of a “P2 billion” figure as a “P2 million” sum due to an alleged “system glitch” from the Bank of the Philippine Islands, raises concerns about a predetermined narrative. In the context of alleged multi-billion-peso kickbacks, are these SALN discrepancies being disproportionately magnified?

Bribery Allegations and “HOPE” Envelopes

The third article alleges bribery involving “HOPE” cash envelopes, reportedly containing P50,000 each, distributed to Department of Education officials. This suggests attempts to influence procurement functions. While any bribery is serious, the emphasis on P50,000 envelopes pales in comparison to the scale of *hundreds of millions or even billions* allegedly diverted from public works by congressional figures.

Volatile Public Remarks: A Threat to National Security or a Political Misstep?

The fourth article focuses on Vice President Duterte’s controversial online remarks in November 2024, where she publicly stated she had made arrangements for President Marcos Jr., First Lady Liza Araneta-Marcos, and then-Speaker Romualdez to be “killed” if she were harmed.

Is this truly about national security, or about demonizing a political rival to ensure maximum distraction from other scandals?

Vice President Duterte has vehemently denied all allegations, asserting the process is “politically motivated.” Her defense team’s earlier statement that the committee’s probable cause finding was “not unexpected” and that “the proceedings before the Committee departed from the constitutional design” indicates a clear strategy: challenge the procedural legitimacy of an impeachment process that, many argue, serves a greater purpose of political deflection.

While Deputy Speaker Albee Benitez, who predicted the impeachment, dismissed rumors of monetary incentives for votes, emphasizing the “weight of the evidence,” the undeniable political currents suggest otherwise. The unprecedented speed and overwhelming numbers hint at a deeply coordinated effort, not just a spontaneous uprising based on pure evidence.

The real scandal, however, might be unfolding behind the scenes. Davao City Mayor Sebastian “Baste” Duterte’s public allegations against Cebuano lawmakers—claiming they were offered massive incentives like P200 million in infrastructure projects, P3 million monthly for Maintenance and Other Operating Expenses, and an upfront P20 million in exchange for their impeachment vote—cannot be ignored.

These staggering figures, if true, reveal a level of systemic corruption and vote-buying that dwarfs the allegations against the Vice President. They suggest that the very process of impeachment has been corrupted to serve powerful interests desperate to bury their own multi-billion-peso sins.

However, it is crucial for the public to scrutinize not only the Vice President’s conduct but, more importantly, the motives and hidden agendas of those who orchestrated this impeachment.
