GENEVA, Switzerland – A damning new report from the United Nations’ Independent International Commission of Inquiry on the Occupied Palestinian Territory has delivered a scathing indictment of Israeli actions, accusing the nation of “extermination, persecution, torture, rape, and sexual violence” in the West Bank, alongside ongoing “genocide in Gaza.”

International Criminal Court Eyes Netanyahu Amid Mounting Evidence

The findings intensify calls for accountability, as Israeli Prime Minister Benjamin Netanyahu is already sought for arrest by the International Criminal Court for alleged crimes against humanity.

The comprehensive dossier meticulously details incidents of “killing and causing bodily and mental harm” by Israeli security forces within illegally occupied territories, including East Jerusalem. It asserts that Israeli military operations, amplified by persistent settler violence since October 7, 2023, constitute a “widespread and systematic attack against the civilian population in the West Bank.” The Commission explicitly concludes that Israeli authorities and forces have perpetrated “crimes against humanity of extermination, torture, rape, and other forms of sexual violence in the West Bank, as well as persecution based on intersecting discriminatory grounds, with nationality, race, and ethnicity at its core.”

Graphic Accounts of Torture and Sexual Violence Emerge

The report includes harrowing testimonies of torture and sexual violence against civilians. In two distinct cases involving participants on the Global Sumud Flotilla, the Commission determined the abuse amounted to “crimes against humanity of rape and other forms of sexual violence, torture…” motivated by the victims’ political stance and support for Palestinians.

Further disturbing details reveal a victim forced into complete nudity and subjected to a metal detector being inserted multiple times into his anus. Another account describes an HIV-positive man arrested and denied vital medication, humiliated, and subjected to homophobic insults, threats of rape, and a rifle brushed against his buttocks. These accounts corroborate previous investigations, including a July report by Progressive International and the Palestinian Feminist Collective, which documented similar sexual crimes.

The UN report specifically cites instances of rape by Israel Defense Forces (IDF) personnel, with victims recalling rape “with a range of objects such as batons, phones, metal rods, and rape by trained dogs.”

Settler Violence and Civilian Casualties in Gaza

Beyond individual acts of violence, the report highlights the systematic integration of settler violence into Israeli authorities’ strategy to target the Palestinian civilian population.

In Gaza, the report links “land seizure by Israeli forces… to a heightened risk of killings,” particularly concerning the use of lethal force against Palestinians near the “Yellow Line,” a boundary established in October 2025. Between October 10, 2025, and early April 2026, at least 196 Palestinians, including 18 women, 32 boys, and 11 girls, were killed near this demarcation. The Commission attributes these civilian casualties to the Israeli authorities’ failure to clearly communicate the Yellow Line’s boundaries.

The report also cites the case of Ayşenur Eygi, an American-Turkish volunteer, who was fatally shot in the head by an Israeli sniper in the West Bank. The document states the soldier had a “clear line of sight” and would have known Eygi was “unarmed and not posing any imminent threat.”

Impunity and International Calls for Action

The Commission criticizes Israel’s “consistent practice of denying responsibility, blaming victims, and granting impunity to perpetrators” in West Bank operations.

Its final recommendations are unequivocal: Israeli authorities must “immediately end the unlawful occupation of Palestinian territory,” “end the commission of genocide in Gaza,” and “end impunity for violations and crimes against Palestinian children.” Furthermore, it demands “effective remedies including compensation and rehabilitation of families of persons killed, including victims of sexual violence and [those] who suffered destruction of property.”

The report also urges the state of Palestine to conduct independent investigations into alleged violations of international humanitarian and human rights law and to “cease the targeting of human rights defenders, including women journalists.”

Global attention is now fixed on member states, who are called upon “not to recognize the unlawful occupation of territory in Palestine,” to establish governance for AI use in armed conflicts, and to “continue to counter efforts to weaken the International Criminal Court.”

UN Secretary-General António Guterres expressed profound alarm over Israeli actions in the West Bank, stating, “Settlements are expanding, evictions are unrelenting with Palestinians driven from their lands, settler violence is surging, and Palestinian families are being assaulted. We are seeing an increasingly coercive environment, with the specter of ethnic cleansing looming ever larger. This must end. There can be no durable peace in the Middle East without the realization of the legitimate rights of the Palestinian people to self-determination.”
